Police cabal making arrests to meet quotas?

According to NYPD police officer Adil Polanco this is exactly what is happening.In an interview with a local TV news channel, Officer Polanco says that the primary job of a police officer there is not to help people but to meet arrest and summons quotas.

They even go on to interview two teenage brothers who with trhee other friends were arrested for no apparant reason, though the police report stated “unlawful assembly”.
Interestingly enough the kids spent the night in jail and were released as they said “out the back door”. They never even went in front of a judge.
Since I’m not a lawyer i looked up the definition of arrest on law.com’s law dictionary:
arrest
v. 1) to take or hold a suspected criminal with legal authority, as by a law enforcement officer. An arrest may be made legally based on a warrant issued by a court after receiving a sworn statement of probable cause to believe there has been a crime committed by this person, for an apparent crime committed in the presence of the arresting officer, or upon probable cause to believe a crime has been committed by that person. Once the arrest has been made, the officer must give the arrestee his/her rights (“Miranda rights”) at the first practical moment, and either cite the person to appear in court or bring him/her in to jail. A person arrested must be brought before a judge for arraignment in a short time (e.g. within two business days), and have his/her bail set.
By the way the arresting officer got the 5 summons to meet his quota.
In a quote from NYPD Deputy Commissioner Paul Browne he states:
“Police officers, like others who receive compensation, are provided productivity goals and they are expected to work”.
What?! These are police officers, not car salesmen!
They are not supposed to be in the business of harassing law abiding citizens to meet some egregious quota system.
Remember Commissioner Browne what you and your officers are there for and paid with tax dollars to do: to protect and serve.
