Norristown Chief of Police Russell J. Bono spoke to the press, identifying the body as Carlos Enrique Velasco of Guatemala, confirming the man was living in Norristown.

“That all according to the ID he had on him,” said Bono, adding that the people who left the victim at the location Saturday said he was 27 or 28 years old.

“There is no sign of foul play,” said Bono. “There is no trauma to the body.

“Our investigation led us to learn that he was drinking, rather heavily, with friends at the location Saturday night, and he was reportedly so drunk that his friends left him there to sleep it off.”

After that point, Bono admits authorities don’t know what happened.

According to Norristown’s Det. Sgt. Michael Crescitelli, Norristown police contacted when fish and game workers noticed a Hispanic male floating on some driftwood and debris along the river banks.

Police said an investigation is ongoing with an autopsy likely happening Tuesday.
