Court guards discovered the drugs as she went through the metal detector entering family court and police arrived as Harper’s home to perform a search.
When she turned over the cigarettes, guards noticed a small bundle of suspected heroin in the pack, and she ran from the building.
Police eventually found Harper on the second floor roof, attempting to evade the authorities.
She was arrested without incident on charges of drug possession and possession with intent to deliver.
Harper is currently in the Allegheny County Jail.
It is not known whether or not she’s also a heroin user who may need heroin addiction treatment eventually.
In New Jersey last week, a woman was arrested as authorities discovered 333 packets of heroin stuffed in her bra.
Troopers also found drug paraphernalia hidden elsewhere in the vehicle, reports NJ.com.
