Scotty Rowles, first Washington person arrested for DUI marijuana since legalization, has charges dropped
The Vancouver Police Department arrested a man on Tuesday on the charge of driving under the influence of marijuana in connection with a deadly crash in Vancouver. On Wednesday prosecutors reviewed the case and dropped the charges.

Scotty Rowles, age 47, arrested on suspicion of driving under the influence of marijuana Tuesday, had charges against him dropped.
Donald Collins, age 62, was killed in the crash when he stepped off a median, walking back from Safeway and stepped out into the middle of traffic.
Detectives says Rowles cooperated with the investigation, interviewed him and believed that he may have been under the influence of pot.
On Wednesday, Clark County prosecutors said after reviewing the case, they decided to drop the charge against Rowles. The prosecutors concluded that further investigation was needed, a spokesperson said.
Police believe this is the first deadly crash involving the drug since it became legal in the state of Washington.
Prosecutors also said despite what a police news release said, Rowles was never charged with driving under the influence of intoxicants.
