Rashia Wilson, The First Lady, arrested in IRS tax fraud ring with Marterrence Holloway
The IRS, the U.S. Postal Inspection Service, the Hillsborough County Sheriff’s Office and the Tampa Police Department were at the scene of a Wimauma home Wednesday as a result of a two-year long tax force.

While arresting two drug felons: Marterrence (nicknamed “Quat”) Holloway, age 33, and Maurice Larry, age 26, who missed their hearings, the authorities uncovered a massive tax fraud ring.
Operation “Rainmaker” delivered Rashia Tocara Wilson, age 26, known as “The First Lady” in a IRS tax fraud scheme.
Authorities have called Holloway the host of a hotel party where people gathered to file fraudulent returns. Narcotics officers broke up the party, and the investigation that followed was dubbed “Operation Rainmaker.”
Thieves with stolen Social Security numbers pretended to be citizens filing returns. The scam hurt ordinary taxpayers, forcing them to wait a year or longer for legitimate refunds.
Tampa led the nation in refund fraud last year, with thieves duping the IRS out of an estimated $468 million, the Treasury Inspector General for Tax Administration reported.
Wilson was charged as a felon with a firearm, the subsequent fraud charges are sure to follow.
Holloway was arrested in similar fashion, one year ago.
That a $130 million case involving fraudulent tax returns and dozens of arrests including Holloway, Kenneth Goodson, Quincy Wimbley and Janica Bullock.
There also were lists of personal information with more than 1,000 names, as well as debit cards and financial records. Holloway ultimately faced only drug charges in that arrest as police struggled with the legal barriers to bringing tax fraud cases.
Tax refund fraud – known as “TurboTax” and “Drops” – has exploded in the past two years in Tampa, where authorities say criminals are stealing hundreds of millions of dollars from federal taxpayers by using stolen identities to file tax returns for fraudulent refunds.
