Planned Parenthood video reveals illegal abortions in Texas after 20 weeks

The Center for Medical Progress released a new video Tuesday that shows Planned Parenthood Gulf Coast employees negotiating the sale of baby parts, displaying specimens that had been thrown into a bag after recently performed abortions, and perhaps admitting that the affiliate performs abortions after 20 weeks, which, if true, would appear to be illegal under Texas law (HB 2, in effect since October 2013).

“The American people should not be forced to fund a billion-dollar corporation that was caught on camera negotiating the sale of baby body parts and perhaps even performing late-term abortions contrary to state law,” said ADF Senior Counsel Casey Mattox. “This video should stun the conscience of any person who watches it as Planned Parenthood Gulf Coast employees cavalierly discuss baby parts as a business transaction while sorting through baby arms, intestines, and eyeballs.”

“The officials in this video appear to be discussing the significant ‘revenue stream’ from selling the hearts, lungs, and livers of unborn children,” Mattox said. “Planned Parenthood should not enjoy a revenue stream from taxpayers while it makes money selling baby body parts. Our tax dollars should fund local public health clinics, not corporate welfare for Planned Parenthood.” (#DefundPP)

In the video, Planned Parenthood Gulf Coast Director of Research Melissa Farrell explains her approach to receiving payments for fetal tissue: “If we alter our process, and we are able to obtain intact fetal cadavers, we can make it part of the budget that any dissections are this, and splitting the specimens into different shipments is this. It’s all just a matter of line items.” (#LineItems)

Some of the baby parts displayed in the video are apparently from late-term abortions. An employee in the video states that many of the abortions Planned Parenthood Gulf Coast performs are 18-22 weeks in gestation, adding that “all of our procedures over 20 weeks actually go through a two-stage dilation process.”

“Texans, and all American taxpayers, have a right to know whether Planned Parenthood is not only selling the body parts of unborn children but also violating Texas law by performing illegal abortions after the child in utero can feel pain,” Mattox said.

A few years ago, ADF filed a lawsuit against Planned Parenthood Gulf Coast (previously known as Planned Parenthood of Houston and Southeast Texas) over the affiliate’s “repeated false, fraudulent, and ineligible claims for Medicaid reimbursements” submitted through the Texas Women’s Health Program. That case is still pending. As part of the settlement of a separate lawsuit with the Texas attorney general in 2013, Planned Parenthood Gulf Coast paid $4.3 million in fines for Medicaid fraud.
